Local planning policies and restrictions are important catalysts in the work of reducing the demand for transport and for improving energy efficiency in existing transportation. The work with access restrictions is closely linked to, and depends on, the developments in the work on transport incentives
- Definition for the restriction of vehicle access into specific areas
- Recommendations for changes to load-factor-restriction to be implemented in national and local legal frameworks;
- Understanding from the freight business for regulation of specific areas;
- The assessment of user reactions, barriers and drivers;
- The transfer of knowledge between project partners and externally.
Within the access restriction work package the START cities will:
- Develop the environmental zone with approximately three new areas identified for load factor restriction implementation in Göteborg
- Introduce regulations for access into city centre in Ravenna and restriction to city centre access
- Look to introduce access control and priority measures which improve efficiency whilst minimising the impact of freight movements in conjunction with the redevelopment of Bristol’s core shopping area
- Implement access restrictions for freight transport in Riga´s historical centre
- Develop a model for access restrictions and/or regulations for freight deliveries in Ljubljana
