About START

START deals with making goods distribution more energy efficient by combining access restrictions, incentives and the development of consolidation centres. START is coordinated by the City of Göteborg.

Evaluation and Recommendations
The evaluation of the project results is conducted in two parallel ways; an impact evaluation and a process evaluation.

The impact evaluation monitors the impacts of the urban freight measures implemented in START based on an indicator approach. It is expected that the technical evaluation will address at least the following main impact areas: i) energy, ii) freight transport conditions, iii) general traffic conditions, iv) environment, v) economy.

The process evaluation deals with the process of planning and implementing the measures of START, and include:
  • Inter/intra institutional communication and cooperation
  • Stakeholders participation and awareness
  • Political, cultural, organisational, financial and legal frameworks bearing impacts on the process of measure implementation
The outcome of the process evaluation will be the identification of factors for, and barriers to the successful application of the START measures, as well as insights into how to overcome obstacles.

A Final Evaluation Report will be produced at the end of the project together with final conclusions and recommendations for other European cities.


Peer-to-peer workshops in Riga and Ljubljana
Two Peer-to-peer workshops will be arranged during the START project. The first was held in Riga in June 2006 and the next will be arranged in Ljubljana in June 2007. The aim is to enhance the knowledge exchange with local stakeholders within the cities and to provide opportunities for experts to meet. In the peer-to-peer workshops, Riga and Ljubljana describe their local situation and provide a number of local problems and challenges.
The experts from the START cities provide recommendations on possible approaches based on the experiences in their own cities. The outcomes of the workshop will be recommendations for future actions on reorganizing the transport of goods. The first Recommendation report from the Riga workshop was delivered in July 2006.
