About START

START deals with making goods distribution more energy efficient by combining access restrictions, incentives and the development of consolidation centres. START is coordinated by the City of Göteborg.

Göteborg

Within START Göteborg aims at further develop the already existing environmental zone by identifying three new areas where load factor restrictions will be implemented and developing a new system of incentives to improve the load factor and promote clean vehicles. Furthermore a consolidation scheme for improving the load factor will be developed. The activities in the project will be carried out in close cooperation with the freight business in a local freight network and with the support from the Swedish Road Haulage Association.



Göteborg is Sweden’s second largest city with 480 000 inhabitants. As the biggest port in the Nordic Region, Göteborg is of tradition a centre for trade, transport and industry but also for tourism and major international events. The port in combination with the city being a transport hub for transit traffic, leads to a continuous increase of transports in general and of freight transports in particular. For Göteborg to continue developing as an attractive regional centre, a well functioning traffic environment that fulfils high demands on accessibility, safety and environmental sustainability, is needed.


Environmental zone
access restrictions and incentives
The Traffic & Public Transport Authority, with the overall responsibility for the coordination of all traffic-related issues in Göteborg, is in the field of goods transports working actively with a combination of regulations and incentives. In 1996, an environmental zone was introduced covering 15 square kilometres of the city centre with access restrictions for heavy diesel-driven vehicles older than 8 years. After consulting hauliers it is clear that congestion, emissions and goods deliveries cause major problems in many other streets/areas in the city, especially areas with lots of small shops and a high demand of goods deliveries.

In the START-project Göteborg will further develop the environmental zone by identifying three new areas where load factor restrictions will be implemented. In parallel, a full-scale system with incentives, such as loading zones and access to certain transport lanes for vehicles that fulfil the demand on load rate and for transporters using clean vehicles, will be implemented.


Consolidation scheme
Goods transports need to be approached with a combination of initiatives and in the long run, focus must be directed towards the logistic chain and to establish and support efficient distribution systems for the retailers. Therefore, in addition a consolidation scheme for improving the load factor will be developed on the north river shore of Göteborg. Today, no goods are being coordinated, but the potential for reducing the number of vehicles entering the area is high. In relation to the discussion on how to coordinate the incoming goods, the possibilities to introduce access restrictions with time window for the goods deliveries will be investigated. The developed consolidation scheme model will also function as good example in Göteborg and in other cities.


Local freight network
In order to receive input and gain acceptance from the freight business sector for the restrictions, the new system of incentives and the consolidation scheme, a local freight network will be formed. The Swedish Road Haulage Association participates in the project to support this network. The network will be the basis in the work of resolving logistic problems in the city and the forum where the developments within START is being continuously discussed. The first meeting has already taken place in February this year where the role of the network and the future activities were lively discussed.
