About START

START deals with making goods distribution more energy efficient by combining access restrictions, incentives and the development of consolidation centres. START is coordinated by the City of Göteborg.

Ljubljana

Ljubljana will within START function as a follower city where the exchange of experience with the other cities and partners is the main focus. The primary role for the city is to establish a local freight network. With the support from the project partner Prometni institut, a traffic and transport research institution located in Ljubljana, a model and measures for future urban management of goods will be prepared.



With its 265.000 inhabitants and an area of 275 km², Ljubljana, the capital of Slovenia, is considered to be among one of the smaller cities in Europe. It is situated at a European crossroad of transportation links and is where the headquarters of the main national agencies, the University with over 44 000 students, cultural centres and other important national, diplomatic and consular institutions can be found. The core of the city is the old centre with narrow streets and a castle hill with many interesting bridges, especially the Triple bridges connecting Main Square and Presern square. Ljubljana also has a special role as the bearer of economic development; it has a scientific potential and the main concentration of human resources in the Ljubljana region. Urban density is very high in the old city where 27.000 people live in an area of 5km2.

New logistic model
The city of Ljubljana is independently responsible for managing local matters of public interest defined by state laws and other regulations; for example regulation of city transport and traffic. The city strives for taking further steps towards sustainability, where sustainable mobility is one of the mayor goals. Ljubljana has experienced a big increase of freight traffic since joining the European Union and is facing problems in the field of urban goods transportation. In the year 2001 access restrictions for freight transport were implemented but unfortunately they haven´t been strictly obeyed and do not ensure an efficient, sustainable and citizen friendly city logistic system. In START, the city will with the support from the Prometni institute, develop a model of access restrictions for the city centre and a broader city area. The model will define an organization of city logistics focusing on the optimization of transport and distribution centres as well as free flow deliveries especially by alternative transport modes and vehicles. Based on the results of the project the city council of Ljubljana will be in the position to implement the necessary measures and solutions. For Ljubljana as a follower city, the exchange of experience regarding initiatives, access restrictions and consolidation of deliveries, with the other partners in the project will be of great importance to this work.

Peer-to-peer workshop
In June 2007 a peer-to-peer workshop will be organized in Ljubljana, where experts from the other cities will share their experiences and give solutions to the logistic problems in Ljubljana and proposals for a city logistics model.

Local Freight Network
The primary role for the city is to establish a local freight network with the most important stakeholders of the Ljubljana city logistics system. In the network the basic problems and possible solutions will be discussed taking aim at a more efficient and sustainable city logistics model.
