About START

START deals with making goods distribution more energy efficient by combining access restrictions, incentives and the development of consolidation centres. START is coordinated by the City of Göteborg.

Local freight networks
Experience from previous projects has proved that in order to reduce energy consumption in the freight business sector, collaboration and communication with the freight and business sectors is a requirement for success. A number of key private operators in the participating cities are already involved as partners in the START project and other stakeholders are supporting the project.

Recognizing the importance of this co-operation, the START project is based on a local freight networks. These local freight networks are a formalised form of co-operation between the stakeholders involved in the local freight sector. A local freight network will be established in each of the START cities. Depending on the city, will consist of 10-20 stakeholders who will work together throughout the project lifetime. The partnerships will seek to include all sectors of the transport chain on the local-level and all modes of freight transport. The role of the local freight networks is to influence and inform the working practices, policies and plans of the member organisations and the networks will be used to promote good practice in general.

The cities are starting up the networks on different levels, some have already established collaboration with the freight industry while others are starting from scratch. In Bristol and Göteborg the formation of the networks will be build on the networks formed as part of the CIVITAS projects and Ravenna will the ‘Logistics Concertation Table’ in Ravenna. The City of Riga and Ljubljana has started the discussions with stakeholders regarding co-operation for freight and logistic solutions.


National workshops
In order for the local freight network to provide the means to engage and share experiences with relevant participators at a wider level a national workshop will be organised in each of the partner cities. The workshops will involve representatives from national Governments and stakeholders and associations with a broader scope.


International workshop in Bristol
An international workshop will be organised in Bristol on the 30th November 2006 for stakeholder organisations to meet their counterparts in the other cities and to learn from their positive and negative experiences elsewhere. The workshop is open for public and private sector members of the local freight networks to exchange experiences on the topic of local collaboration between stakeholders in goods distribution. The aim is to learn from the good experiences with collaboration in other cities and to be able to further develop the collaboration in their own cities. This will be an excellent opportunity to involve the local stakeholders and to broaden their views on similar work on a European scale.
