Bristol City Council
The City Council in Bristol is pursuing a strategy to organise and manage the movement of freight efficiently through Bristol and the surrounding area. Benefits of such management would be felt throughout the city, with distribution and warehousing clustered in a number of distinct areas. The current Local Transport Plan supports the development of a freight distribution centre, which has been implemented through the CIVITAS VIVALDI project. The Joint Local Transport Plan, which is the replacement policy, is currently being developed supports the continuation of the scheme and investigation of expansion possibilities. In Bristol planned activities will seek to efficiently manage and where appropriate prioritise the movement of freight vehicles particularly here these access control and priority techniques will promote and support the use of the consolidation scheme.Contact person: Ed Minihane DHL – Exel supply chain
DHL-Exel supply chain is one of the world's largest dedicated supply chain companies with well-developed capabilities throughout the Americas, Europe and Asia to support globalisation, supply chain integration and market expansion. Göteborg is Sweden’s second largest city with 480 000 inhabitants with the biggest port in the Nordic Region. The port in combination with the city being a transport hub for transit traffic, leads to a continuous increase of transports in general and of freight transports in particular. For Göteborg to continue developing as an attractive regional centre, a well functioning traffic environment that fulfils high demands on accessibility, safety and environmental sustainability, is needed. CThe Swedish Road Haulage Association is the road haulage industry’s professional body and is represented regionally by 12 haulage associations. One of them is Åkeriföreningen, representing 1 300 members and about 4 400 vehicles. Åkeriföreningen works to promote the development of the Swedish road haulage industry regionally as well as looking after and supporting members’ interests by dealing the local government, authorities, political parties, organisations and companies. In addition, Åkeriföreningen provides support, and service to its members concerning issues such as company development, quality and environmental work. Ljubljana, the capital of Slovenia, is with its 265.000 inhabitants and an area of 275 km² considered to be among one of the smaller cities in Europe. Ljubljana has experienced a big increase of freight traffic since joining the European Union and is facing problems in the field of urban goods transportation. Ljubljana has no previous experience in working with goods management and will within START function as a follower city where the exchange of experience with the other cities and partners is the main focus. The Prometni institut will within START support the City of Ljubljana to prepare a model and measures for future urban management of goods. Prometni institut is specialised research institute in traffic and transport. The company is owned by the Slovenian railways and its main activities involve research and development in the field of transport economy, transport planning, railway traffic technology and infrastructure. Ravenna is the city in the Emilia-Romagna region with the highest numbers of vehicles per inhabitant. The specific structure of the regions economy leads to a very high demand for commercial vehicles trips and this has consequences for the urban environment, which has lead to freight issues being given top priority. The city of Ravenna will in the START project reorganise access restriction regulation of freight transport; improve urban freight distribution through consolidation of deliveries and provide of incentives for the promotion of clean freight vehicles. CON.S.A.R., Consorzio Sterratori Autotrasportatori Ravennati, based in Ravenna is a transport company founded in 1960, with about 94 employees, 350 partners and about 1000 trucks. The services provided by CON.S.A.R. are national and international transports by motor vehicles of all type of freights, including transports of big loads, of fresh food and collection of waste. ITL is a non-profit foundation founded in 2003 by the Emilia-Romagna Region as a supporting expert body to operate in the field of transport and logistics. Riga, the capital of Latvia and the largest city of the Baltic States with a population of 728.000, is a historical urban centre sharing the same negative trends witnessed by many European cities: rapid growth of the urban fabric, increasing ownership of private cars, increasing congestion, and increasing adverse environmental impacts. Raising traffic volumes have been responsible for the heavy traffic in the city centre, particularly in correspondence of the three existing bridges on the Daugava River, which are severely congested during morning and night peak hours.
In the Riga Development Plan 2006-2018 the basis for how to achieve a balanced and sustainable development of the City of Riga is presented. However, as Riga has neither developed a program for transport and delivery transport improvements, it will within the framework of START begin to outline how to relieve the historical centre from the burdens caused by the local system of freight distribution, and namely by undefined goods delivery zones and uncoordinated goods delivery services.
