Ravenna The city of Ravenna will in the START project reorganise access restriction regulation of freight transport; improve urban freight distribution through consolidation of deliveries and provide of incentives for the promotion of clean freight vehicles. These activities will be carried out with the support from ITL, an institute for Transport and Logistics with the aim of contributing to the development and the promotion of the logistics and transport systems in Emilia-Romagna and the haulage constortium CONSAR. Ravenna, the city of art and culture, the city of mosaics, is an ancient city with a great heritage of historical buildings, several declared World Heritage by UNESCO. In Ravenna one can stroll among the bell-towers and monastic cloisters. Ravenna is Roman, Gothic, Byzantine and also medieval, Venetian and finally modern, civil and hospitable, with abundant cultural events and prestigious international occasions that project it into the future. Ravenna is the city in the Emilia-Romagna region with the highest numbers of vehicles per inhabitant (0.67 car ownership rate). Out of a total of 100.000 private cars, about 13.000 are CNG vehicles. The specific structure of the regions economy leads to a very high demand for commercial vehicles trips and this has consequences for the urban environment, which has lead to freight issues being given top priority. Reorganising regulations
Within START the Municipality of Ravenna will identify a set of access regulations to relieve the aggravation imposed on the city centre. The reasons for this are many: the increasing number of high polluting light duty vehicles and the operation of loading/unloading in the city centre of Ravenna, often performed by double parked or illegally stationed vehicles. The restrictions will be enforced by an automatic system of entry control gantries.Consolidation scheme
Through the Logistics Concertation Table, the Municipality of Ravenna will be engaged in the development and demonstration of a consolidation scheme. On the basis of an analysis of the current situation the consolidation scheme will consist of “Courier Consolidation”, coordination of deliveries generated by different suppliers to the same customer, “Freight Car Sharing”, acquiring and managing clean freight vehicles, “Cross Dock” deliveries, consisting of the identification of a transit platform for the collection of goods from different suppliers and the later coordinated delivery to different customers through single couriers.Incentive campaign of clean vehicles
The Municipality has already established a “Clean Vehicles Office” to provide assistance on issues regarding vehicle/fleet replacement/conversion and the incentives available thereof. In START Ravenna will be addressing freight transport through a mix of bi-dimensional incentives:
The second type of support will be hinged on a set of regulations aiming at making freight flows more environmentally and energy efficient, and less of a burden for city centre traffic. The “incentive” nature lies in the notion that criteria for access limitation and activity regulation, which will favour clean, light and environmental friendly vehicles. Notable solutions will seek encompass: i) the enactment of access “time windows”, ii) the allocation of additional freight parking spaces, iii) the selective limitation according to specific streams of products, and iv) the identification of ad-hoc routes for freight distribution. All the activites will be carried out in collaboration with local stakeholders in the concertation table with the help of enhanced cooperation between local stakeholders for the development of logistics platforms; The new system of access regulations will through out the process be appraised in collaboration with the stakeholders to overcome likely barriers and to ensure the implementation of the system within START. |
